Ginger Spencer

Deputy City Manager for the City of Phoenix, Arizona

Member of the Board since May 2024, Ginger is a Deputy City Manager for the City of Phoenix, bringing over 26 years of dedicated service in various public leadership roles. An active community member, Ginger has been recognized by several organizations, including Who’s Who in American Infrastructure, the American Public Works Association as one of the Top 10 Public Works leaders in the nation, the Engaging Local Government Leaders as a Traeger 100 Top Influencer in Government, and by The Phoenix Business Journal as one of the “40 under 40” Top Business Leaders in Phoenix.  

Ginger holds a B.A. in Spanish from Arizona State University and a M.S. in Public Policy and Management from Carnegie Mellon University. She is also a professor in the School of Public Affairs at Arizona State University. Ginger is President-Elect of the Arizona City/County Management Association, and a board member of the Downtown Phoenix Enhanced Municipal Services District, Trellis AZ, and Arizona Science Center. 

Ginger currently serves on The Recycling Partnership’s Circularity Council Harmonization Working Group, representing cities and towns. She is passionate about recycling, sustainability, building a circular economy, and continuing her commitment to local and national community service.
