Today, Circular Action Alliance (CAA) submitted its draft California Program Plan to California’s Packaging Producer Responsibility Advisory Board for review and public comment, marking an important milestone in the implementation of California’s SB 54 law.
The Recycling Partnership recognizes the monumental effort required to reach this point and appreciates the work CAA and interest holders across the system have invested in developing the plan.
“Progress on a policy of this scale only happens through a series of milestones which have been years in the making,” says Kate Davenport, Chief Impact Officer, The Recycling Partnership. “The Program Plan submission moves California one step closer to supporting a more effective, transparent, and accountable recycling system while benefiting the environment, local economies, and domestic supply chains.”
SB 54 presents a significant opportunity to strengthen recycling infrastructure, improve material recovery, and create a system that works better for communities, residents, and industry alike. While important work remains ahead, milestones like this help move the state from policy framework to operational reality.
The Recycling Partnership remains actively engaged with partners across California to support readiness and implementation to help ensure the systems, infrastructure, and collaboration needed for success are in place. Turning the promise of SB 54 into measurable impact will require continued coordination and commitment, and we look forward to contributing to that work in the months and years ahead.
