Bill Culbertson, Chief Legal Officer
With more than 25 years of experience providing legal services to tax-exempt organizations, including as primary outside legal counsel to The Recycling Partnership, Bill brings a diverse legal background to the Chief Legal Officer position. He has significant experience with developing and executing strategic initiatives and identifying and addressing strategic, organizational, and operational issues, structuring joint ventures and new activities, planning for unrelated business income tax issues, and creating and implementing legal agreements, policies, and procedures.

When he is not working, teaching, or writing, Bill enjoys rooting for Cleveland sports teams and reading biographies and U.S. history.
- Bachelor’s degree cum laude with honors in History from Bates College
- Juris Doctor from Case Western Reserve University School of Law
- Adjunct professor at the Mandel School of Applied Social Sciences at Case Western Reserve University and Cleveland-Marshall School of Law teaching classes on nonprofit law
- Co-author of Tax Management Portfolio 450, Tax-Exempt Organizations: Organizational and Operational Requirements (2019 Estates, Gifts and Trusts Tax Portfolio Author of the Year)
